
| PICCS was originated in 2007 when 10 New York City-based charter schools came together to design a proposal to implement performance-based compensation through the federal Teacher Incentive Fund program. Over the past four years, the 10 original schools have developed comprehensive Performance-based Compensation (PBC) systems that they are now sharing with the 13 schools that joined PICCS in fall 2010 and are working to design their own systems. While each PBC system is unique in order to meet the needs of the specific school culture, goals and vision, all PICCS schools use a common “framework” to develop their compensation plans.
A school’s PBC plan is the objectification of the work educators are doing through the implementation of the PICCS school improvement engine. Teachers, school leaders, and other staff are eligible to receive additional compensation based on the implementation of PICCS initiatives, as exemplified by student growth outcomes at all levels. It is important to note that the PBC system is not meant to reward teachers and others for doing the job that is expected of them, but is meant to compensate teachers who go above and beyond as educators.
